- not be a national from any of the EEA-EFTA states: Iceland, Liechtenstein and Norway
- not be a national from any of the candidate countries for accession to the EU: Croatia, Former Yugoslav Republic of Macedonia and Turkey
- not be a resident on any of the above countries

It is noted that for the 2010/2011 Academic Year, a Western Balkans and Turkey Window has been opended by the European Commission which will allow students from Turkey and Western Balkans ((Bosnia-Herzegovina, Croatia, Serbia, Montenegro, Kosovo under UNSC Resolution 1244/99, Former Yugoslav Republic of Macedonia, Albania) to apply for a Category A Scholarship.
The Category B scholarship, directly sponsored by European Commission, is open to European applicants who are not eligible to the Category A scholarship.
The Consortium scholarship, on the other hand, is financied by the MEEES Consortium and is open to students of any nationality, without exceptions.
Deadlines for application to these two scholarships are given in here. It is also noted that, as the above renders evident, the term "third-country" does not bear any relation with the expression "third world".
